Road Works

The department of Transport, Roads Public Works & Legal Affairs is headed by CEC Honorable Basilio Gitonga and Chief Officer Engineer Eric Murungi.
It has several departments which Include:
• Department of Public Works
• Department of Roads and Transport
• Department of Legal Affairs

The department consists of staff employed by the County Government, those inherited from the defunct Local Authorities and town councils and those Seconded from the National Government

VISION
 To be the most efficient and effective department in service delivery in this County, making road transport accessible to all.
 To achieve and sustain excellence in construction and maintenance of Roads Network and Legal counsel to Tharaka Nithi County.

MISSION
 To create an enabling and conducive environment by working with stakeholders to provide quality service to the residents of Tharaka Nithi County.

OBJECTIVES
• To develop and improve the infrastructure for economic growth.
• To improve the provision of services to the residents of Tharaka Nithi County.
• To promote good governance for effective and efficient service delivery.
• To strengthen and collaborate with the stake holders to facilitate community development.

MANDATE

• Construction, rehabilitation and maintenance of all county roads and rural access roads.
• Provide and co-ordinate transport issues with all the county established departments.
• Provide policy guidelines.
• Implement the strategic plan of the Ministry.
• Develop appropriate annual work plan.
• Assign weights to performance indicators.
• Develop comprehensive performance targets.
• Ensure achievement of the agreed performance targets.
• Prepare employees in the technical department for the desired changes in working attitude and work ethics.

Department of Legal Affairs
• To provide all legal services needed by the County.

FUNCTION

• Rehabilitation of county roads and bridges.
• Maintenance of roads identified and county roads & bridges.
• Prepare bills of quantities for roads and bridge works.
• Inspection and monitoring of County roads projects.
• Issue completion certificates for all roads projects.
• Materials testing (not devolved).
• Maintenance of vehicles, equipment and plants.
• Inspections of vehicles to view of repair and disposal.
• Valuation of plants vehicles and equipment.
• Inspections of vehicles to view of repair and disposal.

DEPARTMENTAL POLICIES
• Implement the strategic plan of the Ministry
• Develop comprehensive performance targets

• Sign performance contract with the Chief Officer

• To develop and maintain technical and quality audit for building in the public sector.

(1)DESIGN AND DOCUMENTATION OF PUBLIC FUNDED BUILDING PROJECTS

The department has dealt with various clients such as;
(i) National government Agencies
(ii) County Government e.g. Health projects, Trade projects, County headquarters etc.
(iii) State Agencies e.g. IEBC, Prisons, Public Prosecutions.

(2)ATTENDANCE TO PUBLIC FORUMS
The department has been attending various meetings e.g. Transitional Authority Forum, physical planning meetings, District development committee, etc.
(3)PREPARATIONS FOR PRESIDENTIAL RECEPTIONS AND NATIONAL CELEBRATIONS
The department was involved in the preparation of a Dias during the President’s and Deputy President’s visit to Tharaka Nithi County.

(3)IMPLEMENTATION OF THE KENYA CONSTITUTION – 2010
The department contributed the following to facilitate implementation of the constitution;
(i) Liaison with the transition authority and transition office.
(ii) Advisory role to the county government department.
(iii) Supervision of building infrastructure for the County government.

(4)TRAINING
The Department is involved in various trainings and seminars such as;
(i) KENESA –involves all secretaries in public and private training institution plus State Corporations.
(ii) CPD-(Continuous Professional Development) seminar for all IQSK members.
(iii) BORAQS- (Board of Registered Architects and Quantity Surveyors Kenya.)
(iv) Stakeholders’ workshop in the building industry towards excellence in the construction and maintenance of building and other public works.

(5) TENDER EVALUATION
The department has been at the forefront of carrying out tender documentation and ensures that the evaluation procedures are followed strictly. List of project currently undergoing are as per attached.

(6) FINANCE

Funding from the County Government includes salaries and recurrent expenditures to ensure the running of office activities and technical project management by the technical staffs.

(7) PROJECTS
The department of Public works is involved in project oversight during construction.
